It is arguable that less is known of the Soltari than the Metron. They inhabit a large region of space on the northeast edge of Aesgar, bordering both the Metron and Nebulan Star Empire. Stories have circulated about the vast wealth, intelligence, and beauty of the Soltari and its people, but never in galactic history has its border been open to foreigners. The Soltari government has kept a strict policy of isolation on both commerce and information. Envoys have been sent to the Soltari, but all have been turned back. However, it is common speculation that they are, despite their policy, a passive civilization; they have done no harm to anyone approaching their space in the past, and some merchants claim to have been granted passage into the Prefecture. These merchants are the main source of information of the Soltari beyond the border, and of their capital, Bellan, said to be named for the mythical warrior who conquered the region before civilization was born in the rest of Aesgar.
Perhaps the only other legend of note is that of Ombria, a planet on the Soltari-Nebulan border. Nebulans have an ancient oral epic regarding their ancestors, great conquerors of the stars, who attempted to invade the Soltari through Ombria. But upon reaching the planet, their invasion was waylaid and eventually destroyed by two great war spirits (some refer to them as gods). Nebulans believe that these spirits were brought forth when the Cycle of Order was disturbed, and so destroyed the Nebulans’ ancestors to restore Balance. To the present day, no Nebulan fleet, patrol, or scout has dared go near the border. It remains the only unfortified border in Nebulan space. Some scholars dismiss the epic as superstition, but others have noted the uncharacteristic Nebulan reaction to the Soltari border – and how it has been the same since the Empire reached that frontier.
