The disastrous First League Conference delayed any possibility of the drafted League being pushed through unsullied. As a result of the events on Mileos, Terra Nova recalled Admiral Bulloc and transferred him to another project; Nebulus recalled Raegen and stripped him of his position in Command; and Clan orders came to Dean Astyr to return to Graedius, where his political battles with the Squires intensified.

With the original minds behind the proposed League gone, various politicians took control. Their initial draft was not without merit; it provided a stronger and more comprehensive governing body over known Aesgar, but was unaccommodating to certain interest groups. A second draft was made several months later on Aquias, a safer planet than Mileos. As part of the League charter, Aquias was then established as the neutral seat of the governing council. While the member states would remain independent, they agreed to certain interstellar laws and regulations. Thus the Aquian League was born.

General Raegen, removed from Nebulan Military Command, was transferred to tactical academies to train new officers. When he arrived at his post, he brought with him a peculiar new recruit: a man with purple hair and cobalt eyes named Magnus Laren. The Nebulan government had no information regarding his background, date of birth, or even species, but Raegen still had influence and managed to secure a trial training period for Laren. He proved highly formidable, even against Nebulans that had trained all their lives. He was also unruly and defiant. His first training officer challenged him to a fight – and ended up in a medical facility for three days. Laren was instantly thrown out of the Imperial Army – the only non-Nebulan to have had that chance – and nearly shot for the incident.

Intercession came through Raegen, who presented the case as it was – the training officer had made the challenge, after all. Laren’s life was spared, but his career was ruined. Instead, Raegen transferred him to the Colonial Legion, where he excelled. Blowing through training, Laren made Lieutenant Commander in a few months and full Commander by 2890. His keen instincts and near-precognitive senses made him formidable in his own right, and he had excellent tactical judgment as well. Impressed with Laren’s performance, Raegen transferred Magnus to the elite 1st Colonial Regiment. On orders from Command, Magnus was given a company to retrain as a special forces unit. His brutal methods and good tactical sense turned the elite company into something far more dangerous. Magnus was promoted to Major by the end of 2891 and given command of the 1st Colonial.
