The capital of the Soltari Prefecture. Little about Bellan or the Soltari is factually known, but merchants and smugglers have told stories of the Soltari being fabulously wealthy, intelligent, and advanced. The world is said to be named for a legendary hero who conquered the region in days long past. Their capital is said to be particularly breathtaking: a city of elaborate palaces, plazas the size of sweeping plains, thousands of ornate fountains, and towering statues and monuments. Unfortunately, the Soltari domain is closed to virtually all foreigners, and so none of these claims can be corroborated.
